Does anyone know whether having been a defendant in a civil suit (over negligence; nothing involving honesty) will be a character and fitness issue in New York?

No, it won't be. Unless you have something in your past that reflects negatively on honest (tax evasion, fraud, academic dishonesty etc.) most of the time you won't have a C&F problem (unless you fail to disclose).
