Employer Reach Out Months After Rejection?

Has anyone ever had an employer reach out after the employer said their hiring needs were filled and they would reach out if anything has changed. Is this just generic standard things the recruiting department says upon rejecting applicants or has anyone ever been contacted months after such a statement?

I'm sure someone somewhere has been picked up because of extenuating circumstances. This will not be you.

He applied to be god way back in the day but he's still waiting to hear back in case their hiring needs change

Oh boy.
Of course no one can say for sure it won't happen to you, but you should probably assume it won't because it's really, really, really unlikely.
