This past summer there was 1 person who touched back who was a 1L the summer before. Not sure how many offers they put out.

only 1 touch back? out of how many 1Ls? i can't imagine many would have turned down a couple week touch back, theres no downside. that is not good news. anybody have more information?

Have a friend who was 1L SA who did not get return offer. They left him on the hook for months (according to him at least).
Just some anecdotal evidence that it's less than 100%

They take about 4 1Ls, last year they were all traditional URMs.

can you ask him how many they took out of how many spent their 1L there? and when he found out / the others found out?
