Say I'm a 1L at a T25 with pretty good grades. What paths are there for jd+ jobs? I'm potentially skipping 2L OCI since I am not interested in achievable biglaw.

What/where should I target for my 1L summer?

compliance jobs - though you'll need to be in a big city and able to explain why not law.

I'm thinking like RE/Compliance, maybe generalist business jobs(rotationals). I'm just struggling to figure out what I should be targeting this Summer.

Those are the school-funded jobs. JD advantage can be a real thing. As a category it probably exists to boost employment stats, but they're jobs for actual employers, not the school.

A JD is a true advantage in higher level compliance jobs, although they usually look for a few years of biglaw. Try summering for one of the Big 4 in their regulatory compliance practice--that's a way to get good compliance jobs straight out of law school.

Non lawyer Fed government jobs, you can get extra steps or pay-bands for Phd "equivalent" work, which the JD counts as in OPM hiring.

Don't the JD-MBAs get a fair number of the JD-advantage jobs?

Maybe I should rephrase this as jobs where a JD would be an advantage in recruiting. But not at all necessary.

For example working for a REIT.

Consulting

Lobbying is often a JD advantage job - I was an associate at a lobbying firm before going to law school and our partners liked hiring JDs, but it wasn't a requirement. I think our staff was around 50/50 for JD/non-JD.

If you're at all interested in policy, and okay with not making much (if any) money over the summer, I'd consider spending a summer in DC working for a Senator/Congressman or doing policy work for a non-profit. (Then spend any free time you have meeting with every alum from your law school that is in DC to get a feel for what other people are doing).

Yeah. I-banking seems more likely from a skill set perspective, and that's where more of my non-biglaw jd/mba friends are doing (I'm one as well, but doing biglaw). We kind of lack the soft skills that consulting looks for but it's for sure an option if you're not too weird.
