Billing 25 hours on the day Daylight Saving Time ends

I would add an hour to the subsequent day, unless that takes that day over 24 hours, in which case I would bill 25 and note that daylight savings time meant there were 25 hours in that day in my description. (E.g. -- "Preparations for closing (note 25-hour day due to DST)"). Hard to imagine actually billing every second of the day, though, even in extremely busy times. Naps/falling asleep at the desk, darting downstairs to get Seamless delivery, bathroom breaks, etc.

This is a delicate topic. I would probably just do 24 on Saturday, but then add the extra hour to Friday's bill. If you're super productive, I might even add a few hours to Friday as a lesser associate would have surely taken longer to complete the same task.
