"Applications due by X date" What does this mean?

So this is stupid, but i have an application for job that has been held back because of technical difficulties. (school releasing transcript, etc). The website says "due by Oct 10". Does this mean midnight tonight or midnight tomorrow? I know its slackish, but makes a big difference to me. Thanks.
