Sending unrequired letters of rec to non-firm interviewers?

I'm a 3L and I've interviewed at a couple government agencies. None of my interviewers asked for a letter of recommendation and it hasn't been a part of the application requirements either. However, I was talking to Career Services and a counselor mentioned something about how I could ask my references to call or send a letter of recommendation to places that I had interviewed at.
One of my recommenders is a former supervisor and government attorney and has already written me a very positive letter. I'm sort of failing to see how sending his letter to my interviewers could work against me since my grades aren't that good. But what does TLS think of this advice?
