Best firm for Government Work

I want to eventually go into the government doing either energy or environmental work. Baker Botts seems better in those practice areas, but Mayer Brown is a better firm in DC overall. Which matters more?

What practice area is the MB offer for? Litigation?
MB is a great firm but I'd probably take BB (assuming all other factors like culture, fit, etc are equal) since they do the kind of work that you're interested in.

One of my family friends is a partner in BBs environmental group, seems to enjoy it (otherwise i'm not sure why he's been there for multiple decades)
