How to effectively mass mail to small firms...

...with no known recruiter? Do you just email alumni from the firm? Sorry if there is already something out there with the answer. I've read through a ton of mass mailing threads and couldn't find the answer.

Are these firms small enough not to have a hiring department at all? I would probably send an email to their general information address, addressed to "Recruiting Officer" or something like that.

Yes. There are a handful (10 to 20) law firms I am mass mailing with only general information addresses. However, my reasoning for not wanting to send to that address is that it makes it much harder to effectively follow up if (when) they never respond... So is it not acceptable to simply email a resume to an alumni so that you can follow up a little more effectively?
