No offer, yet no rejection means you are in a holding pattern in case they need you later. The recruiter not answering your email, is however, a terrible sign. Does your firm count hours spent on TLS as billables?
What about if my follow up was just phrased as "Expressing continued interest. Let me know if you need anything else. Looking forward to hearing from you." That is, it didn't demand a response?
