Telephone interview, please help!!

Got a response on monday from an application I sent on usajobs a while ago, asking to interview me this week. However, I am half way around the world on a post-bar trip for the next 8 days. We arranged to have the interview on the phone, since it seemed like they wanted to get all the interviews over with this week and couldn't really wait until I got back.

My question is a stupid one. Its somewhat unclear whether I should call or I will be called. The person who set up the interview is a lawyer at the agency, and I assume she will be interviewing me. This is how the convo went down:

After I suggested a phone interview, she said that would be fine, asked what time would be best and "are you able to call us from Japan." I then said I would be able to call from Japan, and we set up a time. I've never had a phone interview where I am the one calling, but this is a special situation and the convo suggests that I would call, but im not 100% sure. Would it be harmful to email her and ask her, or perhaps say something like, is the best number to call you on your office number listed in the email?

99% sure she expects you to call her.

That sounds like a good idea, although I also agree it seems like you're the one that needs to make the call. I would still do the above regardless.

It's an international call, they don't want to foot the bill. Definitely call her.
