What does it mean when an employer picks you for an interview, but you do not meet their hiring criteria? Do you honestly have a chance at getting hired versus others who do meet their hiring criteria who they are interviewing?

Then it means yes, you have a chance. They looked at your info and still offered you an interview.
Why, are you going to turn it down if someone on an Internet forum says you have no chance?

I'm not, I just thought it was odd. They were asking for top 10%, journal or law review. I have none of that haha

those are generic and apply only to the very worst schools they will get applications from. A firm that only takes like top 5 people + Law Review from TTTT will take like Median at a t-14. Don't let those things scare you off from applying, if they preselected you you have a shot. One of my good friends is a second year associate at a v100 whose requirements on simplicity are "top 10% + mootcourt and/or Law Review." He was bottom 15% at Columbia

It really varies depending on the school, the firm, and the number of interview slots

Screener-to-CB ratio and CB-to-Offer ratio depend entirely on the firm. There's no hard and fast rule. The Screener-to-CB ratio could range from ~10% to ~50% depending on firm and school. Theoretically, if all twenty interviewees in a particular schedule were total duds, there could be zero callbacks (unlikely, but possible). Some factors that may affect the Screener-to-CB ratio:
- - how many callbacks in total the firm is willing to do (given that fewer callbacks means fewer wasted billable hours by the interviewing attorneys).
- - the firm's expected CB-to-Offer ratio (considering how many total offers need to be extended to fill the target size of the summer class).
- - how much stock the firm puts in the screener (at some firms, a screener is just bozo elimination; at others, it is an important substantive interview).
- - the target size of the summer class (self-explanatory).
- - the actual quality of the candidates, based on both credentials and interviewing skill (self-explanatory).

I also have another question. Would it be a mistake to tell the interviewer for the firm that you are interested in clerking after law school?

I assume you're not T-14. It depends on the firm, if you're talking about the top litigation firms, no it's not a mistake to say you're considering clerking. If you're looking a lower tier firms that don't have big litigation practices, they might not be so excited about your clerking ambitions.

that's funny; the same thing happened at uchicago.
