What is the proper protocol for reaching out to firms who you bid for at OCI but came up empty? Wait until the week of OCI to reach out or perhaps send a brief email to the recruiter explaining the situation and expressing interest?

OCI was pure lottery, lower T-14.

Email the recruiters now and explain that you didn't get a screener, but would still like to interview. The further out you say something, the more likely it is they can make arrangements.

So keep it a simple email, rather than a full on cover letter? Should you enclose transcript/resume in it?

I think a cover letter-ish email and attaching transcript/resume is probably a good move.
