How should transfer bid for OCI?

I have ties to Pittsburgh and Florida, but I might be attending in DC. I have 7 days to bid for OCI. I've noticed that most people tell others to bid for NYC.... Should I only bid large NYC firms, and save the Pitt and FL firms for mass mail? Should I bid the Pitt and FL firms highest because of my ties, and then NYC and DC? What makes the most sense - my last school doesn't even have an OCI (TTTT shit), so I haven't had much time to think of all this.
