Current Dist Ct clerk here. Spent some time at a firm before my clerkship so I am not eligible for DOJ honors.

When should I start applying if I am interested in going to DOJ main or my local USAO after my clerkship?

even if I am not available until August 2015? I know background check takes a while but that still seems super early.

Yes, even until then. At the very least, you start getting your application in front of their eyes and get on their radar.
