I am still figuring out bid lists myself but I will tell you, in case you don't already know, that many firms routinely hire people below the cut off they list at OCI. That is just a estimate. So don't feel like you can't apply to them (but of course, bid smart).

I get the impression that Florida firms will go fairly deep into T-14 classes, in a way that CA firms will not. So I would go hard for Florida, and mass-mail the hell out of every firm there. I'm not sure that I would necessarily bid them high for OCI, though, as there aren't a lot of SA slots available. Mass mail with a statement that you'll be in Miami/wherever in late August might do the trick.

Obviously try for your school's local market, which is hopefully Philly/Wilmington.

Other than those, I think NYC is really the only viable option. Don't bid SF/SV/CA unless you are patent bar eligible, and unless you speak Mandarin I don't see you being competitive for HK.

I only bid HK because I have permanent residency and speak Cantonese. I also have ties and will be spending my third year there.

Why cut out all of SF? I didn't think you need patent bar for the lower v100 firms?

Are there any firms I should move up?

I don't think Cantonese is a huge plus for HK; Mandarin seems to be what they really want. I imagine clients that speak Cantonese probably speak English pretty well, while the same isn't necessarily true for those that speak Mandarin. You are probably in a better position to find out how important Mandarin is, though.

SF is a tough market and your grades aren't great, so I don't think the bids make sense unless you have an attractive science background that might get you some attention on the IP side.

I disagree with the TLS wisdom on only bidding NYC, but don't spread yourself out too thin.
I would probably suggest having more HK offices (other Magic Circle + Skadden + Latham, I think; not sure of the grade requirements) just because it seems like US associates are generally unwilling to start out in a foreign country/may be perceived as a flight risk so your having permanent residency there would be a major plus (though obviously mandarin skills would make you a lot more attractive). I guess you could give London a shot too?
