Duke 3.51 OCI bidding strategy

Median is a 3.3, ended up with a 3.51 at Duke after 1L. I've heard rumor that ends up around top third. Are most of the strong DC firms pretty much out of the question? Ideally I would like to end up there, but with my GPA i'm afraid to bid DC heavy and end up getting screwed. Any suggestions- should I bid NY and home market heavier than DC? Obviously journals will change some things but trying to strategize networking and firm research now.
