This just happened to my friend. He's been moved from one judge to another judge and a commissioner (I think this means he's now working for two people)
Does this happen often, and any guesses why he got moved?

I assume it's state court. It depends, really. If the court manages/hires the interns, it could be for simple logistics reasons. If the judge does direct hiring, it could be that that judge found he didn't need externs anymore, or decided he liked someone else better and handed your friend off to another judge that happened to need one or could put up with one. It is not uncommon in my state trial court for one extern to work for multiple judges. Without more details it's hard to tell.
