Unaid Local Government Internship or Paid Internship

I am a 2L and revived a local government internship offer, which is unpaid. I accepted this offer for the summer. A few days later I received an invitation to interview as an in house law clerk for a union. The union position pays ~$18/hour and they want a clerk for the summer and the following semester, "at least". However, if I work for the municipality I will have a broad range of cases I can select from, and will be able to represent the municipality as a law student under supervision. I feel the union will box my experience in to one specific area of law, and I will receive more worthwhile experience from the municipality. So inter webs any helpful suggestions?

What do you want to do post-grad? Am I correct in assuming neither of these places regularly hire new grads?
