Applying to Multiple Offices with Same Contact Person

I'm wondering how people handle applying to multiple offices of the same firm when the contact person is the same. Do firms see this as uncommitted to a market? My dilemma is that the firm has a smaller office in the market I'm really drawn to and a significantly larger office in the second market I am applying to (where I am also interested in working). I have ties to both. Any ideas on how to handle this?

For a bit of context, I'm currently clerking so this is not an OCI type scenario. I also posted it in the clerkship forum, however, I thought there might be some great input over here as well. Thanks.

It's gotta be highly recruiter dependent. If you sell it effectively i.e. "I am interested in working at your bumblefuck office which makes sense because of ties X but given it's small size, if there are not immediate needs there I am equally interested in slightlylessbumblefucky office because of ties Y"

It doesn't come without risk though. If I'm a recruiter and I get 50 applications a day, I'm looking for any arbitrary reason to decline anyone, and inability to settle on one market is up there. Entirely possible others are less cynical/more receptive than I would be in their shoes though, it's just a risk you have to decide if you want to take or not in order to preserve both options.
