IRS Volunteer Externship (lead to job offer?)

Hello, does anybody have any experience in the IRS volunteer externship? This is the one that goes on during the school semester and is unpaid. This is different than the summer internship that actually pays.
Does anybody know if the volunteer externship can lead to a permanent job offer? Because while I know the summer internship will lead to job offers, I am unsure about the volunteer externship
