E-mailing boutique firms

Is it okay to inquire about summer associate, legal intern positions at boutique firms? Can I e-mail the partner?
Yes and Yes.
I would recommend e-mailing either a named partner or a partner who went to your law school. Better yet, email a partner who was on the same journal as you or on the moot court team - if any are applicable. The more connections you have with them the better.
In my email to partners that were on law review/went to my school I would make note of that in my email. "I noticed that you were also on X Law Review...blah blah".
