How do you mass mail if the firm has about multiple offices (and you have ties to each)?
Through NALP, there are different recruiters for each office. Do I send a cover letter to each recruiter? What do I tell them if I get multiple interviews?

Feel free to contact each recruiter, but assume that they will read each cover letter (and other materials). Maybe they compare, maybe they don't, but why risk it?
Don't talk about a lifelong desire to live in region X and a separate letter indicating lifelong desire to Y. But you could talk about enjoying all the time you spent in region A and a separate one talking about your family connections in region B
If it's one recruiter for multiple offices, only send once, obviously
