Mass Mailing to Small Firms - To Whom Should I Address It?

Sorry if this topic has been discussed to death.
I just have a quick question - I'm a 2L, mass mailing small firms (targeting firms with 5-15 attorneys, that seem to be hiring about one associate per year) that specialize in the field I am interested in.
For some of the firms I cannot find an office manager or administrative assistant or similar concept. To whom do you guys recommend I address my cover letters? To a random partner with whom I have similar school connections? Or is it better in this situation to simply do the dreaded "To whom it may concern?" Or an associate attorney?
I would really appreciate any advice. I wouldn't be here if I hadn't already investigated the firm's staff and come up with no solid name. Should I call the firm and ask?
