How long to wait before sending follow up email?

I've been cold emailing some firms I'm interested in for the summer that are not coming to my school's OCI. One firm I'm highly interested in lists the hiring partner as the contact person to inquire about applying for an SA position. It's about a week since I emailed asking what they'd like to see in an application and no response. Would it be in bad form to send an email to HR or should I wait another week or so?
