Applying to firms you don't bid on

I did a quick search and didn't find anything overly relevant so...

My school's OCI allows for 15 bids. I have limited these bids to the secondary market I want to be in, but there are still a few firms in that market I want to apply to but won't be bidding on due to the bid restrictions. Am I shooting myself in the foot re: these additional firms? Will my lack of an OCI bid come up in a potential interview?

Is the best answer: apply and see what happens?

Apply. I got some interviews and cb's this way. Last year.

Apply. No reason not to. What's the worst that would happen? Your career services person gets annoyed?
