Local schools have not submitted bid lists for OCI yet. From what I hear, Seattle firms are slow compared to other markets.

Seattle is slow. I got my offer in early September.

What about screener/CB timing? Could it start before Aug?

Highly unlikely. Firms don't gear up for recruiting until OCI season and Seattle's is particularly late. There may be a few one off interviews of people who are in town for a short period of time before returning to school (particularly if they are an attractive candidate but the firm doesn't attend their OCI). Unless there is some special reason to interview you early, I wouldn't worry about it for about another month.
