What's top 25% at Duke? And what's median?
I wouldn't count on getting too many of the firms with 21 interview slots that you ranked below 20. You might snag a couple though
EDIT: you aren't getting cravath that low. Probably not S&C either

What is the best strategy for those lower spots if you are 100% NYC?

Personally, i'd come to terms with the fact that most students get 14 or so screeners (i just made this number up for illustrative purposes. i don't know the actual number). So i'd move up the firms with more interviewing slots, such as Ropes and Gray.
I'd try to lock in as many of your first 15 as possible. Then, you can pick up some here and there between 16 and 30. There may be another theory on it but that's just what i would do.
Also, how do you know your rank? I thought Duke wouldn't tell students or employers what the median is or where people are ranked.

This seems counter-intuitive. Wouldn't you move those firms with more slots down the list?

On the contrary, there's a limited number of Duke students that are competitive for Cravath and S&C. Many will self-select out from bidding them. I think there's a pretty decent chance all the slots won't get filled up, so OP is probably fine bidding them low.

I was under the impression that cravath and S&C were among the heaviest bid firms. At other schools I know that they have to be near the top (ie top 10 or no shot). I'm not sure it's that dramatic at Duke, but if I were really interested in them. I'd be worried about placing them around 25. Maybe I'm just really conservative, though

This is not true at my school (not Duke, but a peer with similar numbers of slots as OP listed).

FWIW, I got an screener with Cravath bidding them around 27 last year (though I didn't get them until the second run-through when you can add 10 more on top of your original 30... some people dropped in-between I guess).
On the second run-through, I got screeners with S&C at 31, W&C at 36, and Cleary DC at 38.
Also remember, all firms you bid on get a copy of your resume regardless of whether you got an interview slot. To the extent that you are willing to send out some emails, you can sometimes get some interviews anyway with ones you didn't get. It's harder to convince a firm that you have interest in them if they know you didn't bid on them.
