IP work for common man

Is IP protection/definition work on behalf of common man reasonable for an engineer doing JD?
I'm a law school applicant with an engineering degree and substantial work ex in technology industry. I want to do JD so I can go to my native country that is developing many new industries and help define their copyright laws. Does government employ jd with patent law expertise as public defenders or prosecutors for antitrust? Any jobs that allow one to do work in intellectual property related to technology for public good.
