Advice for getting internship with Cook County PD started

So I accepted an internship with the Cook County PD for this summer at the beginning of April, I also got 2 fellowships to finance my summer employment. I need advice on what you would do if you were in my situation. I have contacted the hiring manager 3 times (twice via e-mail and once via phone but had to leave a message) since then to get information about starting and whatnot. I still have not heard back. I know I have a spot there because I actually spoke with her about accepting and she had to sign off on my two fellowships. So I'm wondering what you would do if you were in my shoes, how often would you call and follow-up or e-mail. Thank you.
