Tech transactions practice area

I'm curious about the practice of tech transactions, particularly in the SF bay area and maybe SoCal. Any input?
Eg.
Which firms have sizable practice such that they would have a "tech transactions" or "tech licensing" group?
What do they do?
What kind of credentials are required/preferred -- Tech background, patent prosecution experience, patent litigation experience, or corporate experience? I got the impression that they don't hire fresh grads. Maybe associates from other groups switch into this group?
