Email alum after applying? 0 yrs exp reqd = hiring 3Ls?

Hi all,
I'm a 3L still looking for post-grad employment. I recently found a job listing for a midsize firm, listing 0-3 years experience required in a particular area. I was wondering what the general consensus on this is - is the firm likely to consider 3Ls or only practicing attorneys who just don't have experience in that particular practice area?
Also, I was wondering what the best way would be to phrase an email to an alum at the firm. Ideally, I'd like to find out more about what the firm is looking for in a new hire, what the firm is like, etc. Should I do this before/after applying, and any suggestions on how to phrase the email?
thanks
