Rejections only in mail and email?

Do firms ever give out callbacks or offers through mail or email or can we assume that if we find a letter in the mailbox and in the email, that it is 100% rejection.

While some posters have mentioned that it varies (and it does), the above is what you expect. You did acknowledge that it varies, but I just want to put out there that I have never gotten a phone call, not even once.
