Can't find name of recruiter

I am applying for the Verizon Legal Intern Program and I can't find the name of the recruiter...... ANYWHERE.
I searched all over Google.. hell, I even emailed them and asked. No response.
I know "To Whom It May Concern" is bad. What the heck do I do?

I've done "to whom it may concern" before and gotten screeners that way. It's not ideal, but what else can you do?

I ruled out calling because I thought customer service will give me the run around. But I guess I can call their corporate HQ. Hopefully that won't be annoying.

Isn't there someone from your school who works at Verizon? Verizon probably has a fairly large legal department. Why don't you email that person and see who the recruiter is? Maybe they can even pass your application along.

Put the name of anyone you can find who might be connected to the program. It doesn't need to be the recruiter.

I have started without addressing anyone. Is that really bad?
"To whom it may concern" sounds to me bizarre, so I just start with "I am a 2L student at bla bla." Of course, I do not do this when I know recruiter.
