Writing Sample

For my writing sample I want to use the discussion section of my legal writing brief, I'm a 1L and thats the only real writing sample I have. However, it is exactly at 10 pages and I feel I should do some sort of cover letter explaining the assignment. For internships that have a 10 page limit, does the cover sheet count as a page? If so should I change the font to something like 11.5 to free up space for a cover sheet or cut out a section to reduce the space?

I wouldn't count a cover sheet toward the 10 page limit. Just keep it brief.
