Starting to apply for a lot of 1l diversity positions....for the ones that have deadlines in feb. is it a good idea to wait until grades come out to submit or just go ahead and submit now?

Submit now. If you have any (good) grades report "GPA: _.__ (Incomplete, 3 out of 4 grades reported)."
The firm might have a guideline in their application procedure stating as soon as you have your full transcript to send it along. Or, if they are interested in you they will contact you to ask for an update. Or, if you don't hear from them for a while and you get good grades, then sending along your transcript can be a good way to remind them who you are and get back on their radar.
Remember, all jobs are on a rolling basis - as soon as they see someone they really want, they grab them up. Don't waste anytime, get in while they still have spots available!
Good luck!

I'd check with your schools CSO before telling an employer what your GPA is based off one or two grades. It is explicitly against my schools policy to allow students to report self calculated GPAs. We are allowed to indicate what grades we currently have but that's about it; no GPA until we have a full semester's worth of grades.
