Delinquency vs. Deficiency on Taxes

I recently accepted a federal government position with a question on the background check that says "Have you ever been delinquent on any federal debt?" I received a CP2000 that indicates underreported income. It was mostly wrong, but I was late in sending the response and then got a "notice of deficiency" saying I have 90 days to appeal the tax debt. I'm not sure if they will accept my CP2000 since it was sent in late. The question is, do I have to disclose that I am "delinquent" on tax debt when I received a notice of "deficiency"? Or is "delinquent" a technical term that comes later in the process?
