Are Fed Gov, In-house, or non-profit PI summer offers bound by the same 28 day NALP guidelines as offers from firms?

No. They also don't hire on the same schedule. The NALP rules are extremely artificial and you will not find it in any other hiring you ever encounter.

So basically ask each one how long the offer is open for?

Yes. Express appreciation for the offer, explain that it is a big decision that you would like to take some time to think over and ask when they would like to hear back by.
