Declining a Callback Late in the Game

Yesterday I did a last minute interview with a firm, although had two offers declining today (Tuesday). I liked the interviewer, but didn't really "click enough" to call one of the firms for an extension. Since I was meh about it, I went ahead accepted one of the two firms. This evening I received a callback from the interviewer. Since it's so late in the game, I was wondering the protocol for declining a callback.

Why would it change because it's late in the game. Just call them back and say, "Thanks but no thanks."

per nalp rules after 10/15 you can't decline and if they offer you, not only must you accept, but you must accept at 1/2 normal pay. Also, you must show up to the cb in a tuxedo and monocle (assuming you don't usually)
