Question about 3L job apps

Hey,
So I'm almost confirmed a job with the government post-graduation. But given the uncertainty of that sort of thing (budget cuts and stuff), I need to apply elsewhere to make sure I do not at all graduate jobless.
My question is- honestly when should I really start mass applying? I've tried with a few small firms etc... and their answer has always been, "apply later, we don't know what we want for next year yet." Given that only large firms really know their hiring needs a year in advance, when is the ideal time for a 3L to apply for jobs in medium/small firms?
