Honors Website says: "Some components may requirer longer time-in-grade or restrict the grade level non-supervisory attorneys may be promoted."

Anybody know which components? Specifically interested in the litigating components because they have 3-4 year commitments. Is the gs-15 competitive & 14 working grade?

Does it really matter that much? At any time, there could be a freeze on how many GS 15 positions are available for any agency. It happens, and given the economy probably will happen/continue within the next 3-4 years. They could institute freezes at lower levels too. You could be (GASP!) stuck at a GS 13 even. Typically GS 15 is competitive and requires some sort of supervisory role anyway.

If you aren't okay with making no more than ~ $85k for the next 3-4 years you probably shouldn't go to the DOJ.
