Double applying to a firm?

I mass mailed a firm I am very interested in a few weeks ago and I haven't heard anything from them. I just got an email from ocs that they are now doing a resume forward for the upcoming oci session. Should I go ahead and send them my info through the RF now?

I know someone who was rejected from a firm through mass mailing (not just didn't hear back, actually got a rejection letter), then met with them at OCI, got a CB and an offer and worked there this past summer. It can never hurt to send your information a second time.

Definite yes. You cannot contact a firm only if they reject you from OCI screener... Firms often even contact applicants that they dinged.
