Mass Mailing Partners or Recruiters

I think the title is self-explanatory. Some firms have links to recruiters and tell you to e-mail them and their lovely generic addresses. But with a little bit more search, you also find "hiring partners" or "chairs of hiring committees."
Should a person ignore the firm's website advice and directly email those hiring partners, or follow it and mail the recruiting director.
Positives of e-mailing hiring partners: direct look at resume, rather than having your paper lost in some corner. Also eagerness?
Negatives: Recruiters might feel offended (I used to participate in hiring decisions at another industry, and yes, people did not like it when the Director of Finance was e-mailed directly), ignoring web advice, seeming entitled and arrogant.
Anyone has any ideas. Preferably people with success via mass mailing.
