mass mailing firms that don't give you an interview

I'm planning on doing this, but do I need to include a cover letter if they didn't ask for one for OCI interviews? Also, what should I say in the body of the email, if anything, other than I was not able to secure an interview with your firm but I'm still very interested, I would look forward to an opportunity to interview with your firm yada yada yada

Yes, you should include a cover letter. Your email should just say "please find my application materials attached"; the cover letter is where you put your discussion.
Did you not get them preselect or lottery? If lottery, don't even mention it. If preselect, I'm torn on whether you should mention it. Either just don't in hopes they won't notice, or say what you have in your post.
I'm assuming this is in your city? Cause there's no way they are flying you somewhere else. So you have to let them know you're available in their city.

got an interview after not getting a firm through lottery at OCI doing this. it happens. i sent all my materials.
