Strategy for Late Transfer Applicant

I know it's late, but I have finally reached a final decision and I will be transferring schools.

However, I have not officially withdrawn from my current school as of yet. This is because I anticipate the dean potentially offering more scholarship money, and if that does happen, I might actually end up staying here.

Anyway, I currently have submitted 9 bids for OCI. The next deadline is this Thursday, where I will be making 5 more bids. Thus, I potentially will have 14 bids in place before transferring.

I continue to bid not only because I'm not officially leaving yet, but because I cannot participate in my new school's OCI until the final round of bidding (very few firms there). Obviously, once I transfer, my current school pulls my bids.

So, if I do end up transferring, what should my overall strategy be? Right now, this is what I am thinking, and please tell me where I may be going wrong.

1) Continue to bid. I did well enough here that I should get screeners for at least 75% of my bids. Once accepted, I plan on calling and asking for some type of alternative arrangements since I won't be able to do it on campus.

2) Mass mail all firms at new school's OCI and request an interview there.

3) Participate in late round OCI at new school.
