Transfer Cover Letter and Old School GPA/rank

Is there a way to mention Top 10% rank at old school without coming off as a dbag?
Transferring into UT/Vandy/UCLA so its not like CLS/NYU where grades matter less. Some transfers at my new school are as high as Top 5% and others are Top 15% from comparable schools.

Put it on your resume, not in your cover letter. You don't need to mention it in your cover letter, since the first thing recruiting is going to look at is your resume. If you really want, you can put it in bold font so it stands out.

Yep, this is a resume thing. Getting too specific in the coverletter will come across as tacky.
Just a line item under education -- something like this
Education:
School I Transferred To
Date JD expected
Old School I Transfered From
Attended (dates you attended)
* 1L GPA: (your GPA here) - top 10% of 1L class
* Any other academic bullets from your 1L school
