I'm writing emails to the firms I didn't get interviews with for OCI (lottery system). What should I include? I'm guessing cover letter and resume. Transcript?

Should I address these emails to the recruiting contact, or to the interviewers who will actually be showing up for that firm?

Anyone have a sample email to share?
