How to rank multiple office locations

What is the consensus on ranking office locations within a firm? I've heard that it is best to rank when there are similarities between offices (ex. Texas offices). How about ranking NY 1 and DC 2? How about NY 1 and LA 2? Any further examples are helpful

Id personally rank them by preference... Cost of living... Wages and type of work. Who the group ur gonna work with is like and the like

OP here - my concern is ranking offices that have nothing to do with one another. Some say it is best to emphasize one or max two offices. Truth to this?

I'm curious about this as well. I've spoken to a hiring attorney at NLJ250 firm in my home market who said that you don't want to come across as "I want to work in office X but have no interest in your firm otherwise." On the other hand, in a market where my ties are only so-so I really want to show my commitment to that city/office. Thoughts?
