V10 Major Market, Need advice for switching

Long story short is I'm a 2L SA'ing at a V10 in NY/DC. I don't see myself here for more than the summer because of a variety of reasons most notably culture. Is the proper protocol to wait until closer to August to start making contacts and mailing other firms? Obviously still trying to hustle to get an offer but its increasingly tough because I simply don't see myself here at all and don't get along with the people. But, don't want to shoot myself in the foot and be the first or so no offer in the past few years.
