Reason: The different rules and procedures of evidence vary wildly from court to court. Many jurisdictions/courts don't even come close to using the Federal Rules of Evidence. Others adopt part, and modify it.

But the rules of Criminal Procedure are, for the most part, Constitutional and thus binding in every jurisdiction as at least a floor.
